Fixed that for you. Seriously, working a job that involves lots of awkward positions, ladders, etc and not carrying health insurance? Which is mandatory in the state anyway? Or did his health insurance not cover the incident?

You don't know that he's required to have health insurance
In your Massachusetts tax booklet, there's a "healthcare affordability form." It calculates whether you're required to have insurance. Last year, it found me to be not required to have insurance, because the insurance offered through my job is considered to be too expensive compared to my income, and my income is too high to get one of the state plans. Thus, the form found me to not have affordable insurance available to me. If I were to drop my work insurance, I wouldn't be penalized on my taxes.
