We're hearing they're eliminating 31 positions - 8 through attrition and the rest through layoffs, in part because workers in Manila are much cheaper to hire.

Do you have specific info that the layoffs in question are of people who do that?
I doubt that anyone being laid off right now needs to hear unjustified rumors/grumbling that it's their fault.
what about those returning
what about those returning from maternity leave? When will they be notified that there have been layoffs? I'm sure they won't get a caseload upon return since Manila is taking over.
