She petted a young dog who she doesn't know. The dog clearly is someone's pet, and the owner is someone who it's pretty safe to assume cares appropriately for his family and his pets, so I'm thinking the dog probably has had shots. Puppies bite, especially when there's a crowd of people and some stranger starts touching them. Was it really necessary to go to the hospital for a "pin-sized mark" on her hand? And to get animal control and the media involved because she decided to play with a stranger's dog?

Yes, puppies do bite, which is why it didn't seem very smart to me for Gov. Patrick to have brought the puppy along to the event in the first place. ("A Patrick spokesman told Statehouse News Service the governor had brought the animal to the event to play with children of attendees while he took questions.")

Frankly, I'm relieved that the person who got bitten was an adult rather than a kid - the whole situation seems like asking for trouble.

Parker Scheer contrasts the legal liability of Deval Patrick and that cop whose city K-9 tore into that woman in Mattapan the other day.
