Guys in uniforms with guns who aren't cops roaming the streets of Boston

Wicked Local West Roxbury reports on a law proposed by City Councilor Rob Consalvo to require armed guards to register with Boston Police - and undergo police training. Seems that currently, police have no idea who's out there with guns.

The BPD would also train the guards and give them certification. The security companies would have to pay the fees that go with the training and certification, said Consalvo.

There you are. The complaint is that the city doesn't know who these guys are or where they are, but the requirement is to certify them (for a fee) - another matter entirely.

First question to ask - who is Cosnalvo carrying water for?

Certification is one approach to answering the questions who and where. And there is nothing inconsistent with attaching a fee (either to neutralize cost or to generate revenue). It is possible to act on behalf of the public in good faith, and also do something that helps the police department or city coffers.

I know Consalvo a little bit, and he seems mostly to be interested in constituent services (ie pothole and road sign governance). This is probably connected to that, with a bit of greasing the BPD while he's at it.

I thought armed guards in Boston, other than armored car drivers, were already regulated as Boston "special police". They all seem to carry .38 revolvers, and wear blue uniforms with a red stripe down the side.
