They're breaking the law. Channel 4 reports that under city regulations, cabbies with broken credit-card readers aren't supposed to be driving around at all.
If it were up to me, it would be even MORE against the law for cabbies to drive around without a fundamental understanding of the laws of the road and a working knowledge of the geography of the city, but maybe that's just me.
It has to do with the whole way the system is set up.
Basically, very few people have regular employment with a cab company because they "Rent" out their cabs to who needs a job at the time. There's even fewer that own their own cabs.
Need money for some crack later? Put down the deposit and see if you can earn it back plus more over the course of the night.

I gave him the "look, I know you guys hate the credit card and you don't get paid for the fare until the end of the week but it's the law now and you're going to to have to start following it sooner or later." He claimed that the receipt machine was broken, but I think we all know better. I figure that it'll take a year before we have full adoption.
Send out some police cadets to take some rides. Anybody who gives one the old "broken machine" bullshit has the cab immediately pulled off line and inspected for this and any other violations.
Fine not just the cabby, but the cab company and I'm sure things would change.
Also, require stickers in the cabs that read "if the machine is broken please call ..." and pull the "broken" cab immediately.
Classic "the new laws don't apply to me unless you MAKE ME DO IT" attitude.
Eh don't worry about voting,. With all the gerrymandering your vote doesn't really matter anymore. Enjoy the time you would have wasted voting by 'giving back to the community'.
