30-minute waits on two subway lines tonight

Around 9:20, Brian Smith tweeted he'd been at Community College for 30 minutes with no sign of an Orange Line train. Blame police action at Malden.
Around 10, Phil R. tweeted he had to wait 30 minutes for a D trolley at Government Center (while 4 Bs, 5 Cs and 3 Es came and went). Blame the Green Line being the Green Line?

When there's a shortage of trains (for whatever reason),

one of the standard Green Line dispatcher policies is to short turn all B or D trains at Park Street for a certain length of time instead of running them through to Government Center. More than likely, that's probably what happened last night.
Of course when the dispatcher does this, they are also supposed to notify the official at Government Center so appropriate PA announcements can be made to inform people to go to Park Street. However, given that this happened around 10 pm (long after rush hour when the official was probably gone), it doesn't surprise me that no announcements were made.
