I think it should be if you "yell." In general, when people are talking on the phone on the T, it's just like two people are having a conversation next to you, except you're only hearing one side. (Perhaps that your issue, roadman, is that you're extra nosey and if you can't hear both sides, you dont want to hear anything at all?) Either way, it's just like a conversation. Why not just ban all noise-making on the T? Watch out, heavy-breathers, we're coming for you!
