Well at least she won't see me on that train ... I've got my bike to pedal my leggings-for-pants under a mid-thigh sweater tunic all over town! Look mom - no pant legs caught in the chain!
I'm no leggings lover
I'm no leggings lover myself, in particular not a fan of the leggings as pants thing, but I wouldn't cite you for it with the outfit you described -- the mid-thigh thing negates the "as pants." I think the person tweeting is probably complaining about someone wearing a short shirt with leggings, which is the leggings as pants that even most legging wearers can't endorse.
On a related note, I saw someone wearing tights as pants the other day. They were striped, but some of the stripes were translucent, and the shirt stopped at waist level. It was all kinds of weird.
Tights as pants...
... or as I call it, the Lady Gaga look, seems to be pretty popular if my experience walking Boylston Street and Huntington Avenue by Northeastern yesterday is any indication. I must have seen a dozen women attired as you describe, though the tights tended to be a demure black. I was tempted to go up to one of them & ask her if she was aware someone had stolen her skirt, but thought better of it.
