What's wrong with this picture?

Guy is told to stop renovating his house without city permission - one of the problems was a loose exterior stairway. Guy seeks city permit. Guy is denied permit. Guy now faces an investigation because the stairway fell over while some guy was using it to break into the house at 2:21 a.m.

To clarify: As noted in today's Globe, the person who died was not a criminal -- he was just a young guy from Ireland who ended up drunk and disoriented.

Moreover, the spiral staircase was precariously installed by the homeowner a few years ago. He was breaking city codes not just with the staircase, but also with new additions within the house. This guy isn't just some "honest hard-working being" who was an innocent victim of the system.
