I can't remember exactly there those tracks are--there used to be tracks which crossed the Fort Point Channel from South Station to the South Bay train yards. If this is the Summer Street Bridge then these tracks are what the road bed rolled out onto to let boats go by, instead of using a draw mechanism, at least I think that's how the bridge operated.

I think that's part of the turning mechanism for opening the old Northern Avenue Bridge so that boats can enter the channel.
