Jesus-or-Hell guy goes all out today

this guy has been a public eye sore for over a decade now.
is there any way they can charge him with disrupting the peace? The guy makes our city look bad for one thing. I know people have a freedom of religion, but doesnt this go to far when he's screaming at people and approaching vehicles? Standing there holding a sign is one thing but isn't public disturbing the peace a crime?
Is there any way we can get rid of this guy and have the cops tell him not to do this anymore? Its really annoying how he is almost everywhere and I dont want that stuff shoved in my face. I've seen him hand stuff out to teenagers, juveniles and even children before.
and children seem intimidated by him and he still hangs around places where families go and such. The guy needs to be stopped.
I am religious but this is ridiculous that this guy bothers people all over the city and nothing can be done about it?
