Much improved after remodel
A few months ago, in mid-late 2010, the Mall completely remodeled these bathrooms and they are in much better shape and significantly cleaner. They are now generally well stocked with supplies, and are cleaned fairly regularly.
Being a Mall, I don't know how long this will last, but for the time being anyway, they are a vast improvement over the horrid condition they used to be in.
