&lt;p&gt;Thomas Kershaw&#039;s Hampshire House Corp. asks the Boston Licensing Board on Wednesday for permission to open a bar at Liberty Wharf on Northern Avenue.&lt;/p&gt;
&lt;p&gt;The proposed Little Chestnut Boston Harbor would fill what is now a vacant &quot;kiosk&quot; next to the main wharf complex, which already houses several restaurants with bars. The 1,490-square-foot bar would have room for 60 patrons.&lt;/p&gt;
&lt;p&gt;Rather than just hope the board has a spare license to hand out, Hampshire House already has a deal to buy the liquor license from XO Bar and Restaurant on Washington Street in Dorchester.&lt;/p&gt;

In fact, the current president of that group is a Harbor Towers resident:&lt;/p&gt;
&lt;blockquote&gt;&lt;p&gt;When is a neighborhood a neighborhood? Hard to say. In Boston, neighborhoods are often marked by resident parking signs, something the Wharf District is lacking. Many would say that you’re not a neighborhood until you can get a resident parking sticker. Then, there is political representation. The Wharf district is lumped into the huge Precinct 6 of Ward 3 that includes most of the Downtown area. As more residents and businesses establish themselves, some type of city precinct redistricting could more formally acknowledge the arrival of the neighborhood.&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;And what of the newer development closer to South Station? &lt;p&gt;The &lt;a href=&quot;http://twitter.com/bostonfire&quot;&gt;Boston Fire Department&lt;/a&gt; reports some shifting rebar pinned two workers and injured a third some 30 feet below ground level around 1:40 p.m. at the Vertex construction site on the waterfront at 50 Northern Ave.&lt;/p&gt;
&lt;p&gt;Firefighters used a crane and a &quot;man cage&quot; to get the men, suffering from leg and arm injuries up to waiting EMTs.&lt;/p&gt;
