Proposed East Boston tower

The Boston Business Journal reports the BRA last night approved a 16-story replacement for an old 9-story industrial building on New Street, next to LoPresti Park.

A Portland developer who recently bought the nearly 4-acre parcel will give the BRA $7.8 million to build affordable housing somewhere else; the BRA approved that after the developer said the project would be financially unviable if it had to incorporate affordable units into the project.

Tremont Crossing: This time for real?

P-3 Partners, which has the city nod to build a large mixed-use development on what has become an urban wild across from Boston Police headquarters on Tremont Street, has until Sept. 18 to "articulate a clear funding plan and demonstrate concrete interest on the part of prospective retail, office, and commercial tenants," the BRA says.

After years of ground going unbroken, the BRA in June had given P-3 until last Thursday to come up with this plan for its proposed Tremont Crossing; on Thursday, the BRA voted to give the development group one more month.

An audit of the BRA found an agency still tracking billions of dollars worth of project on paper, unable to say if developers are building or paying for the affordable housing they committed to and losing out in millions of dollars in revenue on back rent on property it owns and on fees developers are supposed to pay when they refinance BRA-approved projects.

Mayor Walsh hired the accounting firm KPMG to take a look at the operations at the BRA and its Economic Development Industrial Corporation, which oversees the Boston Marine Industrial Park in South Boston.

The BRA, which has battled some North End residents for years over its unquenching desire to turn a kiosk at the end of Long Wharf into a restaurant, has filed a federal lawsuit against the National Park Service, which now says the kiosk needs to be left alone, because it's basically parkland, NorthEndWaterfront.com reports.

The BRA decided tonight to solicit bids from groups that might have ideas on how to use $3 million in money from Harvard for increasing owner occupancy rates in Allston houses.

BRA staffers say trends show growing percentages of houses in the North Allston and the neighboring section of Brighton being bought up by investors, who might not have the same neighborhood interests as people who actually live in the area.

The BRA tonight approved a developer's plans to turn the historic but long-vacant Ropewalk building at the Charlestown Navy Yard into a new residential project and museum.

Some 30 of the proposed 90 apartments will be "affordable."

The bulk of the units will be in the long two-story-high Ropewalk building, which stopped making rope for the Navy in 1971. The adjacent Tar House will also be turned into apartments.

Under plans by developer Frontier Enterprises, half the units will have one bedroom each, while 34 will have three bedrooms and the rest two.

The proposed 11-story building will be next to a Brigham and Women's Hospital building now under construction on the Riverway at Fenwood Road - and the hospital is a partner in the project, for which it is donating the land, along with the Roxbury Tenants of Harvard, a non-profit group that currently maintains some 1,000 apartments in the Longwood/Mission Hill area.
