The Boston Licensing Board tomorrow considers approving a proposal to transfer the beer and wine license held by Gerard's on Adams Street in Dorchester to the soon-to-open Aloft Hotel on D Street - and to grant a new full-service liquor license to Gerard's purchasers, who are planning on renovating the Dorchester institution. A Dorchester man with a criminal record dating to at least 1981 was arraigned this week on weapons and drug charges after he was arrested by Boston Police officers executing a search warrant at his home.

Arnold Woodrum, 56, was arraigned of charges of unlawful possession of a firearm, unlawful possession of ammunition, possession with intent to distribute a Class B substance as a subsequent offense and being a Level 3 armed career criminal - which will elevate his sentences on the other charges should he be convicted. A fire called in around 4:05 p.m. did an estimated $50,000 in damage to a 16-unit apartment building at 137 Columbia Rd., the Boston Fire Department reports.

The department says the cause of the fire remains under investigation. There were no injuries; three people were displaced.

A teacher at the Frederick Pilot School was robbed at knifepoint around 12:40 p.m. at Columbia Road and Intervale Street - one house away from the school.

The suspect is described as black, short and between 14 and 16. He wore a blue jacket; his clothes may have stains from the coffee the teacher threw at him.

The Massachusetts Appeals Court ruled today a police report was good enough evidence with which to terminate a Section 8 voucher even if the materials found in an apartment had yet to be tested in a state drug lab for confirmation they were drugs. Read more.

A federal judge today sentenced Michael David Scott, 51, of Mansfield, to 135 months in federal prison for his role in defrauding banks in a condo-flipping scheme as the local housing market went into decline.

In addition to his time behind bars, Scott was also ordered to repay $11.4 million in fraudulent payments and fork over another $7.4 million, the US Attorney's office reports. Read more.

A Suffolk County grand jury yesterday indicted Scott and Steve Leader on charges of civil rights violations while causing bodily injury, assault and battery for purposes of intimidation causing bodily injury, assault and battery and assault and battery with a dangerous weapon for an Aug. 19 incident in which they allegedly beat and urinated on a homeless man they found outside the JFK/UMass T stop on their way home from a Sox game.

According to the Suffolk County District Attorney's office:

One of them took a metal pole and struck the victim with it repeatedly. The two assailants then walked away laughing, witnesses said.

The victim was transported immediately to Boston Medical Center, where he was treated for a broken nose, serious bruising across his torso, and other injuries.

At the State Police barracks in South Boston, Scott Leader allegedly made a series of incriminating statements, including that he and his brother “tuned up” an “illegal immigrant,” and that this behavior was acceptable because the victim was homeless and Hispanic.

Just the civil-rights charge carries a potential sentence of ten years in state prison, the DA's office reports.

The Dorchester Reporter calls District 4 for Andrea Campbell in a decisive win over three-decade Councilor Charles Yancey, in her first run for elective office.

Annissa Essaibi-George finished ahead of incumbent Steve Murphy for the fourth at-large seat, behind Wu, Flaherty and Pressley. Murphy, on the council since 1997, called Essaibi-George to congratulate her. Essaibi-George came in fifth for an at-large seat two years ago.
