Gov. Patrick declared a state of emergency in advance of Sandy's arrival sometime tomorrow. If something can be tied down, tie it down or bring it inside - including Halloween decorations. Stock up on emergency supplies and first-aid stuff, get cash (in case ATMs go down) and brace and hunker down like nobody's business.

Complete text of Deval Patrick's speech at the Democratic convention:

Mitt Romney talks a lot about all the things he's fixed. I can tell you that Massachusetts wasn't one of them.

The state Office of Consumer Affairs and Business Regulation, which oversees the now infamous standards division, said today the division will issue an operating certificate to Uber now that it has learned a national standards body is evaluating GPS-based metering systems like the one Uber uses.

Remember when the state bought an old CSX freight line through Cambridge and dumped some money into repairs and then announced, oopsies, it wasn't going to be running commuter trains to North Station over it after all? Cambridge Day does:

Despite being based only across the river in Boston, the administration doesn’t seem to understand mass transit or Cambridge much at all.

Several hundred people, including Mayor Menino, attended an MBTA service cut/fare hike meeting at the BPL in Copley Square tonight. Michael Ratty snapped a photo of one of the people wondering where Gov. Patrick was.

On Red Mass. Group, David Whelan wonders why state judges only launched their protest against cuts in their budget the day after the governor signed the budget:

The problem isn't so much that the courts will close, but I find it disturbing (and confusing) that the "state's top judges" and the Patrick administration are having this discussion a day after the budget was signed.

Blue Mass. Group posts some details of the plan to create new "accountable care organizations" of hospitals and doctors that would manage the overall care of groups of patients, in theory bringing down health-care prices - just like HMOs were supposed to do by managing the overall care of groups of patients.

ACOs explained.

Gov. Patrick, looking like he just got off a plow, just informed us that the heavy, wet snow is snapping power lines all over the place. He said he declared a state of emergency and that, as a precautionary measure, activated 250 Guard members just in case they're needed to help get people to shelters.

Meanwhile, Amtrak is six feet under; no clue when service will be restored.

Democrats held a get-out-the-vote rally in Adams Park in Roslindale Square this afternoon. All the party bigwigs were there, along with assorted union members and party activists. Gov. Deval Patrick told them he's had enough of 15 months of Charlie Baker:

Latest Suffolk poll shows Patrick 7 points ahead. Baker campaign bravely says their own polling shows a dead-even race, which a reporter with an attention span longer than 30 seconds reports really means the Baker campaign is now in free fall.

With one week left in the campaign, what have we learned? That every candidate for every office everywhere is a slavering, fanged troll who eats live babies and puppies as snacks, except for that nice Steve Grossman. He's such a mensch.

Speaking of slavering, fanged trolls, don't say mean things about un-birther Bill Hudak or he'll sue you.

Associated Press uncovers a memo from Baker to then boss Paul Celllucci, urging him to sit on news of escalating Big Dig costs until after Cellucci beat Scott Harshbarger back in the day. Tony ponders:

Look for the Dems to crow that the state's unemployment rate is down and the Republicans to thunder about how the number of jobless increased. The Globe attempts to explain how that could happen; the Herald gleefully predicts the crushing job-loss news will crush Deval Patrick's chances.
