Boston Police: Officer violated department rules in fatal South Boston crash

Channel 5 reports that the Boston Police Accident Review Board determined Officer Jesse Stotts violated several department rules when he plowed into Ann-Marie McNally of South Boston on Nov. 10.

McNally died and Stotts suffered injuries that continue to keep him off the job. At the time, Stotts was responding to a report of an officer in trouble. The board said Stotts entered the intersection of West Broadway and D Street at 52 m.p.h. even though his view of the intersection was obscured.

In July, the Suffolk County DA's office determined that McNally was not at fault but that it could not bring charges against Stotts because of state laws on responsibility when an officer is responding in an emergency. However, the DA's office called on Boston Police to review its emergency-response procedures.

It is up to Commissioner Ed Davis to determine whether Stotts is disciplined.

Patrick to propose elimination of turnpike authority

The Globe reports the administration will introduce legislation in January - along with more specifics (such as: What happens to the toll plazas?). Also, the governor will propose several hundred million in budget cuts for state agencies.

Jay Fitzgerald says it's about time to eliminate William Callahan's baby, but adds:

It's a disgrace it took this long.

It's hard out here for a ... bicyclist

"I applaud Boston's goal of becoming a first-rate biking metropolis, and the programs it has launched to broker peace: More bike lanes, bike racks, and commuter efforts such as Bike Friday. These initiatives add a veneer of "official" approval and encourage vehicles to give riders a break. I don't know if similar programs in Vermont would have spared Tischler any pain. But they might have kept him where he belongs: On two wheels.

The (bike) path of least resistance
By Chris Bohjalian, Globe, September 29, 2008
link

So here's the question: Under what circumstances did Marc Tischler have it coming to him?
