The City Council today unanimously endorsed a proposal by Councilor Tito Jackson (Roxbury) to create a commission on the status of black men and boys.

Jackson said that two years after Trayvon Martin's death, Boston faces a crisis: Black boys are twice as likely as Asians and whites to drop out of school, they're more likely to get involved in the criminal justice system and to be a victim of a violent crime, "and their life expectancy is shorter."

Jackson said he hopes the commission will focus on boys and men from "cradle to career," and to focus on positives, on how to ensure they enjoy "long, healthy lives."

Boston Police report arresting a Randolph man on various charges after a chase that started with officers noticing him parking at a bus stop and ended after, police say, he threw 1.5 kilograms of cocaine out the window.

Police say officers on routine patrol around 8 p.m. yesterday decided to check out a car parked at a bus stop on Columbia Road just past Blue Hill Avenue, because, as alert motorists know, you're not supposed to do that.

The Boston Cyclists Union reports DCR hopes to hold a forum on a review of the department's ice-removal policies for bicycle paths, last updated in 2006.

A DCR spokesman noted the number of bicyclists on state-owned paths, such as along the Southwest Corridor, has increased since then and that the state recognizes "the commitment" of year-round bicyclists.

Tyrone Battle, 33, of Roxbury, was arraigned today on charges of aggravated rape and trafficking a person for sexual servitude in Dorchester District Court, the Suffolk County District Attorney's office reports.

Judge Thomas Kaplanes set bail at $75,000 - prosecutors had sought $500,000 - but Battle will be held behind bars no matter what because federal prosecutors obtained "a detainer" for allegedly violating his probation on a federal gun charge, the DA's office says.

Battle also has a state gun conviction on his record - in 1999, when he was 19 - as well as a conviction in 2002 for distribution of a Class B drug.

The bomb squad is at 12 Batchelder St., off E. Cottage Street, where a suspicious device was found this afternoon. Residents of neighborhing houses have been evacuated.

A bicyclist's request that DCR ensure its bike paths are plowed and salted to bare pavement within a couple days after a large snowstorm has DCR officals saying enough's enough: Bicyclists with "poor judgement and unrealistic expectations" who can't find other ways to get around in the days after a snowstorm should consider moving to a warmer city.

A Dorchester teen was charged with shooting two men in the lower busway at Ruggles station - one of them a complete stranger who had nothing to do with whatever beef he allegedly had with the other victim, Transit Police report.

A Roxbury man is behind bars in lieu of $250,000 bail today, thanks to the tracking abilities of the iPhone he allegedly stole in a home invasion - and the records kept by the monitoring device he was wearing at the time - the Suffolk County District Attorney's office reports.

Robert Heckstall, 29, is one of four men who allegedly burst into an apartment at 36 Maple St. on Jan. 29, holding the residents at gunpoint while they searched for valuables, the DA's office says.

One of the items Heckstall took was an iPhone. Police activated its iCloud tracking system and traced it to an address on Elm Hill Avenue:

The Supreme Judicial Court today upheld Charon Ray's conviction for fatally shooting a teen when he was 16 - his victim was 14 - but said that at some point he could seek parole under federal and state rulings that life without parole is a cruel and unusual punishment for minors.

A man clutching his waist in a Dorchester liquor store last night was ordered held in lieu of $150,000 bail today after prosecutors said he was packing a loaded .357 gun.

It's the fourth arrest on illegal-weapons charges for Brandon Jesarum since 2001, when he was just a teenager, the Suffolk County District Attorney's office reports.

He was one of four men charged with illegal weapons possession in Dorchester and Roxbury over the past couple of days.

A Suffolk Superior Court jury last week convicted two men on charges of plying addicts with drugs and then forcing them into prostitution - in a Roxbury house whose owner faces his own trial on similar charges - the Suffolk County District Attorney's office reports.

Tyshaun McGhee, 33, and Sidney McGee, 30, and no relation, are scheduled for sentencting tomorrow and face up to 20 years in prison, the DA's office says. Both were convicted of three counts of trafficking a person for sexual servitude; Tyshaun McGhee was also convicted of deriving support from prostitution. The two were acquitted on charges of aggravated rape.

Boston Police report arresting two teens on charges they were part of a pack that held up a food-delivery guy last night in Roxbury - and stole his food.

Police say the delivery man was surrounded shortly before 9 p.m. at Copeland and Waverly streets, where he was relieved of the four subs he was delivering.

Pointing to the recent spate of murders, the Japanese consulate in Boston yesterday joined France in urging its citizens to avoid the three neighborhoods:

The number of gang-related murders so far this year in Boston is significantly higher than in past years, according to a Boston Globe report on Jan. 28, 2014. Consequently, we advise Japanese nationals to avoid areas such as Roxbury, Dorchester and Mattapan, where violence has occurred.

229 Northampton is attracting possums. Possums! They put food out for them (or maybe cats, but the possums have chased the cats off) on the front steps. I spotted a possum munching on the cat food last night at 7 pm, like a haunted buffet. This is gross. The possum gave me one of those looks like "oh, hey, what, are you gonna report me?" Yes I am.
