The story you linked to says "witness has since turned against the government and refuses to testify", but you say "who is not saying he won't testify against Councilor Chuck Turner"

This town is run like a third-world joke.

Would someone tell me why the payment of $30,000 was necessary and whether entry into the witness protection program wouldn't have been enough?

If he'd ignored the investigation and gotten the bribbed liquor license that he shouldn't have, then he might have had a successful bar/restaurant/club and made $30k by now. You have to give him a guaranteed payment that would convince him to scuttle his own ability to illegally get his club up and running by ratting out the government insiders who were going to grease the wheels for him.
