The mayor called dumping snow – which can contain oil, anti-freeze and other road contaminants – into the harbor a last resort.

Right. Because when you leave them in "snow farms", the oil, anti-freeze, and "road contaminants" ascend to heaven and turn into carbon-neutral angel farts. End up in the river and harbor eventually anyway? Poppycock!

And what about the snow melters owned by Greene Construction that keep coming over to Avenue Louis Pasteur after storms? They're there for hours, melting snow trucked in (from who knows where!) by 18 wheelers almost non-stop. All the water goes right into the storm drain.

I'd bet $5 this is more about keeping money flowing to private contractors and overtime for DPW workers. Dumping it straight into the harbor is quick (doesn't have to be moved around with loaders) and can be done at multiple locations close to where the snow is collected...

or private contractors? Ok, maybe if Menino or some other political hack is getting a kickback from one of these private companies (which I doubt).

Menino doesn't want to dump it in the harbor because he simply doesn't want to listen to people who would criticize him for doing so.

The city employs enough people that they can substantially impact the outcome of an election; 63,000 people voted for Menino, and 46,000 for Flaherty. 20,000 people are on the city payroll, and half of them live in the city. Consider that spouses/partners of city employees are also highly likely to vote for Menino, and that city workers put pressure on friends to, at the least, not support other candidates:

You know what's really funny? The whole Menino family is employed by the city- Tommy boy, his wife, and his son. They all make over $100k, and she's a fucking secretary. 77k in base pay, and $27k in overtime.

I've seen hundreds of city scams over the years but paying dpw workers overtime instead of dumping snow in the harbor probably isn't one of them. DPW workers are going to get overtime no matter where they put the snow, and if the city did decide to put the snow in the harbor and Menino wanted to pay his buddies, he could still pay them to do it.

I mean, imagine the hero Menino could be if he removed even more snow from the city by dumping it in the harbor? It isn't like the city is going to get rid of all the snow if they decided to dump it in the harbor, there would still be hours and hours of OT and private contracting work to do regardless.

but from what I remember from my last science class - which was only about 12 years ago - marshes, plantlife and soils tend to filter some of the contaminants out before they hit the harbor. It's one of the reasons some parking lots have so much landscaping at their edges.

But like I said, it's been a while and I could be totally off base.

Catchbasins exist in storm drains to filter the salt, sand, oil, trash, and other gunk out of storm water before it flows into the harbor. They aren't 100% perfect, but some separation of contaminants from storm water before it hits the harbor is better than none.

Because it's not hard to imagine that his street is meticulously plowed, cleaned, buffed, shined, and sparkled daily into a Potemkin Village of Public Works. For all we know, His Honor thinks there's only three inches of snow on the grass all over town.
