Don't blame Arlington Station. It's the wind in general. Just walking around I've seen a lot of women with one hand clutching their skirt/dress to make sure it doesn't fly up.

Almost any T station, you have to. Hell, you have to half the time walking around the city. Although, having once worked in the Hancock area, I mean, you grab your skirt and hope for the best, but some days, there's really nothing you can do.
