Helpful sign for pedestrians befuddled by downtown construction

Fencing around some sidewalk work in City Hall Plaza is festooned with helpful directional signs, such as this one pointing out the direction to City Hall, just in case somebody might get confused about what that giant concrete structure right behind the sign is. There's a similar sign on that brick vent thing outside City Hall pointing to the Government Center T stop just beyond, no doubt very helpful for anybody who might confuse the vent for a subway entrance and just keep circling it, wondering where the doors are.

The sign is to distract Muggles, wizards know if you circle the vent three times, you end up on Platform 9 3/4.
It's helpful for tourists
Otherwise they might have trouble believing that this colonial-era city would really build a City Hall looking like that, and that it's not some kind of missile launching bunker for attacking the enemies of the Mayor.
He doesn't need missile launching bunkers to deal with enemies

Speaking of signs
Is the location of the State Street T stop on some kind of need to know basis? There isn't a single indication anywhere aboveground for that station. I'm not over there often but when I am invariably some lost soul asks after it.
Hidden
Yes State Street Station is kinda of hidden. Mostly because it has several entrances/exits in places where you wouldn't think to have a station entrance/exit, one being under the old state house (I wonder what architectural genius thought of this one..) But it has several..
Under the Old Statehouse
Devonshire @ Water (exit only?)
Washington @ School (across from the old borders, next to 7-11)
60 State Street (building lobby)
53 State Street (building lobby)
And then of course, depending on where you are going, depends on what exit is most convenient. They all will connect you to all lines/directions however it might be a walk. Like going in via the Old State House is good for Blue Line & Orange Line Outbound (Oak Grove). But Devonshire @ Water and Washington @ School are good for OL inbound (Forest Hills). And 60 and 53 State are mainly for Blue Line outbound and inbound respectively.

Won't work
It's too hard to draw a fifth dimensional object like the interior of City Hall in just two dimensions like a map.
wayfinding
I have actually stood in the lobby of City Hall and had someone come up to me and ask me where City Hall is. Never underestimate how confused people can be wandering around Boston.
