And to answer the original question, note the turn signals to the left and right of the taillight.
I think what they mean is, how will he be able to hit the blinkah with one hand steering/keeping balance and one hand holding an umbrella?
You've got one hand holding the umbrella, so how do you activate the turn signal? Either way, it seems like it could be awkward/dangerous/stupid.
He's got that big umbrella to point with! :-)
You know one of the those 1980s style ones that cover your entire head.
When I bike in the rain I can't even see out of my glasses, no idea how this guy is still alive.
