Soggy replacement for JP's teensiest library

The tiny wooden lending library on South Street was gone this morning, replaced by an empty Pampers box that probably wasn't designed for conditions like today's.

Has anyone asked the city?
I can't help but notice the library box is perched atop a traffic signal control box. I wonder if workers from the DPW or some other department are coming by and removing what someone doubtless sees as an unauthorised addition, much the same way they'd remove graffiti.
