Parts of Mission Hill are in the dark

I drove through the intersection of 20 and Soldiers Field Road* at around 9:45 PM, and all the traffic lights were out, as were all the street lights. Someone (presumably an authority figure) had placed stop signs in the road, which was helpful. However, a second light (farther up Soldiers Field) didn't have them, and that was rather more frightening. Seeing the IHOP and the motel there completely dark, as well as the Martignetti Liquors sign, was quite odd.

* Near perhaps most notably, Martignetti Liquors and a 24 hour IHOP, in what I guess is Brighton.
