Former Boston Housing Authority official charged with using grant funds for travel, meals and penis pills

Alfred Davis, 70, of Lynn, was indicted today on larceny and forgery charges for allegedly using some $20,000 in philanthropic grants to the BHA for travel expenses in Las Vegas, New Orleans and Barbados, expensive meals, collectible coins, a mattress and supplements to help him maintain erections, authorities announced today.

Investigators from Boston Police, the Suffolk County District Attorney's office, the state Inspector General and the federal Department of Housing and Urban Development teamed up on the investigation into what happend to a $125,000 grant awareded the BHA in 2008 by the Robert Wood Johnson Foundation to help seniors living in BHA apartments improved their health.

Davis, at the time director of elder services for the BHA, never told his bosses about the grant, authorities say. However, a 2007 Bay State Banner article about the grant includes a quote from the BHA.

Is alleged to have misused $20,000 for his own personal use, making a series of ATM withdrawals from the grant account totaling $5,400 and receiving approximately $9,900 directly from the foundation after he submitted a forged invoice for a senior fitness program that had already been funded, prosecutors said. Davis used some of the grant funds to purchase taxi vouchers for seniors to travel to appointments at a community dental clinic, but later presented the clinic with receipts for the cab fares and requested reimbursement for the cost of the trips. The clinic paid Davis approximately $5,222 in travel and other reimbursements that he was not due out of funds from a separate grant that had been awarded to the clinic by the Sunshine Lady Foundation.

His arraignment on two counts of larceny over $250 and one count each of forgery and uttering has yet to be scheduled, the DA's office says.

Of course. The problem is too much money for poor people. That's always the problem. The more money, the more corruption, right?

We can safely assume then that the military is nothing but an entire European nation's budget-sized bolus of graft, fraud and pay-offs since it's orders of magnitude greater than the budget of HUD.

The issue here, obviously, is oversight, accounting systems and a lack of people doing their jobs.

We can demonstrate it.

The military is the biggest racket going. We spend more on it than the rest of the world combined. We've got 963 generals and admirals all living the life of Riley, each with his own jet, palatial estates, and up to a million dollars in staff doing such important things as cutting their food, providing motorcades to parties, etc. The Navy will soon have more Admirals than ships.

The military runs 234 golf courses world wide. We really need taxpayer-funded golf courses in Cuba and Iraq? Really?

This is before we even get to the materiel. We've got Star Wars programs that were never anything but fraudulent boondoggles, a Joint Strike Fighter the military itself doesn't even want, but is costing us the taxpayers 1.5 trillion. How many Abrams tanks do we have? Almost 9000, with half of them in storage; the Army begs us to stop making them but Congress won't stop buying more. How about the Littoral Combat Vehicle? The only way it's unsinkable is as a budget line item.

This is the money wasted in peacetime. War is ginned up and it's literally tons of money-363 tons, in one case-being thrown about and mostly just lost.

Yes, the military is a bolus of graft, fraud, and pay-offs the size of an European nation's budget. But it's not nothing but that. It's a benefit and pork provision agency that occasionally kills a terrorist.

This theft, while bad, is a rounding error compared to the alleged chicanery that Kevin McCrea pointed out yesterday regarding the Winthrop Square garage site.

4 agencies brought the hammer down and made loud noises for $20,000. $20,000 is a lot of money or 10 weeks OT if you play it right at certain government agencies.

Where are the BPD and iPhone unlocker crusader DA Dan when it comes to the BRA shafting the taxpayers out of millions while Tommy Chang bangs a tin cup for alms for the schools.

This publicity reminds me of the Smigel cartoon on SNL about the outrage over Sinbad's pants falling down whilst a war was jammed down our throats.
