I don't know who's more mentally damaged: someone who would prance around in a clown suit in order to creep people out, or the people who are freaking out because of (real or imaginary) clown sightings. Seriously, here's the part I don't get: how does putting on a costume make someone more dangerous?

Is the principal scared of spooky clowns? I'm going to venture no.

Does the principal want to deal with giggle-drunk highschoolers psyching themselves out about a 'threat' that they only halfway believe in, mostly for the fun of participating in a spoopy internet meme / living horror movie? Does he want to deal with the inevitable bullshit when some kid steps it up and brings a clown mask, setting off everybody into gossip and horror-movie laughter and just generally disrupting the day? Does he want to deal with the parent calls afterwards, wanting to know what happened and armchair quarterbacking the fact that if the principal knew this was a cultural 'thing', why didn't he do anything?

Definitely no.
