Imagine the following, from the NWS discussion on the January, 2015 blizzard, in mixed case:
it's gonna be okay
they are not going all e.e. cummings, after all.
they can switch back to all caps for bombogenesis, baby, or whenever they want more emphasis or just feel like yelling. and it will mean something.
they've just given themselves more options now. just wait until they start doing blizzard forecasts in comic sans.

they'll retain the option to switch to all caps if the situation WARRANTS IT, BABY!

That has to be my all-time all-caps favorite NWS statement. No idea who confused the Commonwealth of MA with a Commonwealth country, though.

Dang. That's seriously ancient. ASCII supported lower case printing in the early '60's for teleprinting. They were on the older Baudot 5-bit standard. I hadn't even heard of Baudot code until I visited the Marconi Museum Station in Chatham and the guide told me an ASR 33 teletype was really modern. On the other hand, reliable, battle tested, and IT FREAKING WORKS.

Yes, seconded. I don't think that news report tells the whole story here. There us a ton of emergency services that quote the nws / NOAA reports. There are a ton of radio transmitters out there broadcasting in rfax. People on boats use it. So is rfax going away?

The linked article says "Certain forecast products with international implications, such as aviation and shipping, will continue to use upper case letters, per international agreements that standardize weather product formats across national borders."

In Calif this week reading AFDs, and they're in lowercase font! Maybe the ERH and WRH are on different time frames and equipment. Still, I hope the forecaster writing "IT'S BOMBOGENENSIS, BABY" will remember to go all-caps for that.
