... but whoever did this deserves all possible punishment.

Not only was it placed prior to any shoveling, but it is a big heavy WHITE object. If snow had reached anywhere near covering it, it would have been a serious hazard for a plow or a car or whatever other unsuspecting poor soul encountered it without seeing it first.
