Snow not only thing tying up roads in Boston

For the past few days, workers have been doing something with a large pipe under Charles Street and into the Public Garden. Manish Sinha gives us a view of the work in the snow today.

why Boylston Street westbound between Tremont and Charles was blocked off this morning.
Road Construction Season
Apparently Walsh extended the construction season for routine work that requires digging up the roadways in the city. Previous practice was to stop non-emergency work before the snow fell.
I believe that contractors are responsible for clearing the snow in their construction zones. Time will tell.
