A concerned citizen filed a 311 report about a chair caught in some wires above Union Park Street in the South End.

"A concerned citizen filed a 311 report about a tree caught in some wires..." but the picture and report ("Chair blew off a rooftop and landed on wires. What to do?") are about a chair, with no tree mentioned anywhere.
