Dorchester teen charged with manslaughter for another teen's shooting death yesterday

Boston Police report charging a 17-year-old with manslaughter for the death of Kareem Garnett, Jr., 18, of Dorchester, found shot repeatedly around noon yesterday on Cameron Street.

The teen, not named because of his age, was charged with being delinquent for manslaughter, unlawful possession of a firearm, unlawful possession of ammunition, possession of a loaded firearm and discharging a firearm within 500 feet of a dwelling.

A second teenager, 16, was also arrested, not long after the shooting, on charges of being delinquent for unlawful possession of a firearm, unlawful possession of ammunition and possession of a loaded firearm, police say.

Any explanation why manslaughter and not murder? The rule of thumb usually is you can always go down (on severity of charges) but not up, so murder is usually charged and plead down to manslaughter much later, if appropriate. This seems unusual.
