Does that rule out Boston? Unless I'm misreading the reports, I don't think that Boston has been labeled red for the past few weeks.

It's currently yellow, rather than green or white, on the state map.

The WBUR report specifically says that municipalities in the red are not allowed to expand.

Now, if the City of Boston doesn’t want to expand, that’s one thing, but as of the last weekly report, they could expand.
