How in the world can a small local non-chain book store pay for commercial space in a building where a parking spot, let alone a condo, costs more than the GDP of a medium-sized nation?

Part of the conditions on allowing construction right on the water was an agreement to help pay for a cultural center, which in this case meant Grub Street (which does writing programs) and a bookstore.

I think they're paying $1/month or something like that.
