Brighton man charged with working with Beijing to identify protesters - and prospective stooges - in Boston

Liang

A Brighton resident was arrested today on charges he spent several years spying on the local Chinese community for Beijing and attempting to organize opposition to any anti-China protests in the area.

Litang "Henry" Liang, 64, an American citizen and formerly a director at Chinatown Main Streets, was indicted by a federal grand jury on Thursday and arrested today on two counts: Conspiracy to act as an agent of a foreign government without prior notification and acting as an agent of a foreign government without notice to the attorney general. The two charges together carry a possible maximum total penalty of 15 years if he is convicted.

The indictment paints a picture of a man who busied himself for four years taking photos and videos of people who objected to various practices of the Chinese government to send off to Chinese diplomats and security officials and who organized protests in favor of China in general and reunification with Taiwan in particular.

According to the indictment, Liang has been in constant contact with various foreign-ministry and Chinese police officials in China and in New York since 2018. He snitched on a man he believed had torn down People's Republic of China flags in Boston's Chinatown and organized a counter-protest outside the State House when local residents marched there on Aug. 18, 2019 to protest a democracy crackdown in Hong Kong. He also allegedly supplied the Chinese Ministry of Public Safety with names and information about potential recruits for their efforts in the US - including somebody who "worked for an elected official in Boston" - and forwarded lists of members of various organizations.

The affidavit says Liang began his efforts for the mainland Chinese in 2018, when he contacted the Chinese UN embassy in New York.

During the Aug. 18 activity outside the State House, he took numerous photos and videos of people opposed to the Hong Kong crackdown and quickly forwarded them to Chinese officials, the indictment alleges.

Liang asked if [the person was afraid of Liang stealing his prestige, and advised [that person] to change his behavior because if he did not, [he] would be "casted aside."

The next day, he texted a high-ranking Chinese diplomat in the US and sent him a video of the guy he claimed had torn down People's Republic flags in Chinatown the year before. "He was berated by the crowd yesterday!" he allegedly exulted.

On Sept. 2, 2019, the indictment continues, Liang photographed anti-China protesters in front of the BPL in Copley Square, sent them to a contact in the Chinese government along with a note they were "a bunch of clowns causing trouble."

Liang's arrest comes five months after a Berklee student from China was arrested on charges of trying to intimidate another student who posted a sign calling for democracy in China.

Complete indictment (21M PDF).

Innocent, etc.

This guy needs to be made an example.

If he was documenting public activity then who cares? The speech of the protestors and him are both protected.

Read Frances Hui's account (which I excerpted and linked here) that there was a lot more going on than some guy taking pictures.

Enough with the red scare already.

He has the same strain of political thoughts as the J-Sixers.

Remember the guy in front of the tank in 1989?

This guy is working for the guys who ordered the literal crushing of everyone that night who wanted to have more than a monolithic political system.

Red Scare my arse.

What draconian measures do you suggest? Close down the Boston branch of CCP police station and prosecute researchers who spy for the guys who ordered the literal crushing of everyone that night?

Canada just expelled a diplomat who was threatening one of their elected legislators with finding and persecuting his family in China if he didn't keep quiet and vote the "right" way. https://apnews.com/article/canada-china-expel-diplomat-59270dfe597673e23...

This isn't a red scare - it is a blatant attempt to 1) police people in other countries illegally and 2) interfere with sovereignty.

Note that a student at a local university was caught threatening other students and arrested: https://www.universalhub.com/2022/feds-arrest-berklee-student-china-char...

In favor of ending borders and nation-states entirely.

The instant reach for "red scare" reminds me of Trump's regular reach for "deep state, fake news and witch trial."

When Trump and Trumpers whine about the evils of communism they are trying to resurrect the McCarthy tactics of the 50s. Given that one of Trump's first mentors in the marketing and sale of evil was Roy Cohn that is understandable. Cohn is the bridge between Trump, his followers and the tactics of Joe McCarthy. But that resurrection of political propaganda effectively creates a zombie of political narrative. A dead narrative that still wanders, availing itself to anyone who will use it. But still a dead narrative that can only lead to deadened politics.

But when a person complains about "red scare" in a comment on a local news site, where the high towers of national propaganda don't quite reach, and which it is easy to argue is anything but cast from the mold of Cohn, Trump and company, then this is a different creature altogether. Given context there is little to no connection to the Trump zombie political narrative that died with Joe McCarthy (but, again, still walks as a loud and corrupting zombie). So one must wonder why the complaint about red scare?

Red scare today is today generally used to attack Democrats and progressives (as in the halcyon days of US internalized political repression). Its appearance here does not fit. So one wonders what is the motivation behind the complaint? Who is paying this piper.

I'm guessing this is tied-in with the recent 'secret' Chinese police department in NYC?

Obviously this guy sucks, but it seems pretty ironic for the FBI to denounce a government for spying on their citizens and trying to quell anti-government protests.

That would be the demarcation that makes your whataboutism laughable.

You think they stopped after the church committee? Now that's laughable.

Because of hearings 50 years ago, the FBI is now completely and utterly clean and respectful of the first amendment! https://www.theguardian.com/us-news/2023/feb/14/fbi-abuse-of-power-alleg...

uh...

Certainly the NSA is not spying on American citizens! https://www.theguardian.com/us-news/2020/sep/03/edward-snowden-nsa-surve...

whelp...

I didn't realize that the NSA is a part of the FBI.

Not to mention the original comment was about the government, which as far as I can tell the NSA is a part of, no?

A 50 year old operation that lead to the Church Committee, yeah, I'd say that COINTELPRO has stopped.

You might want to look into the level of surveillance in the People's Republic of China. Even the pre-Church era was tame compared to what goes on there now.

They stopped using the name COINTELPRO when it got out to the public, but the tactics continued. You legitimately don't think the US federal government is still spying on its citizens and infiltrating groups that are considered politically undesirable? Because if that's the case, then I've got a bridge to sell you. If you're strictly basing this discussion on the wiki article that I referenced, then feel free to read the large section of it about later similar operations.

Also, where did I say that China doesn't do this too? China and the US violating the rights of their citizens are not mutually exclusive.

Liang was a director 2017-until at least 2020
https://projects.propublica.org/nonprofits/organizations/43374472

Most likely, Chinatown Main Street are responsible for the placement of PRC flags on Boston city lampposts.

If there's one thing Main Streets programs in Boston can do, it's taking over lampposts.

It used to be the ROC flag was exclusively displayed in Chinatown. It's still flown at the Chinese Consolidated Benevolent Association on Tyler street and at 20 Hudson Street and from private properties. The old-time civil society organizations rather than the federal-grant astroturfed ones.

It was a bit of a shock when I saw the PRC flag on the lampposts starting a couple of years ago. This explains it.

I hope this indictment will inspire a shake-up at Chinatown Main Street
