
Cambridge Police report a driver hauling a boat on a trailer stopped for a red light at Cambridge and Third streets around 7 p.m., Saturday, the chains holding the boat on the trailer failed and the boat slid right into the road. Took about 40 minutes to get the boat off the road.

Okay. Sounds ... plausible. That's what they are telling the insurer no doubt.
I'm betting that it wasn't even tied down or that the chains were not attached/secured.
Anyone else who has ever forgotten to secure something attached to a vehicle, no matter how small or big or inconsequential or important, please raise your hand. This is probably a large club.

Boats aren't chained to the trailer

Chains would be hell on the hull. Safety chains *are* used to hold the trailer to the vehicle in case the hitch fails somehow. I don't see a trailer here so I'm guessing that's not the case.
Typically, there is a line going from the winch on the trailer to an eyelet on the bow. That holds it forward and would be the main restraint keeping it from sliding off during acceleration (inertia, etc). Usually, there is also a strap attached to the trailer on both sides going up and over the boat close to the stern and keeps the boat from bouncing around.
Looks like this bonehead didn't have the bow attached, or the line broke (doubtful).
