Allston man charged as meth dealer; feds say he was also importing date-rape drugs in Chinese shampoo bottles

An Allston man is scheduled for arraignment today in Boston federal court on a charge of distribution and possession with intent to distribute methamphetamine, according to court records unsealed today.

Peter Schiepers, 32, allegedly sold meth several times to a "confidential source" working for the government at his Allston Street apartment, a Starbucks nearby on Commonwealth Avenue and, once, on Beacon Street on Beacon Hill, according to an affidavit by a Southbridge police officer on assignment to the DEA.

The stuff tested as high-quality meth: 99% or 100% pure, according to the affidavit, which adds that Schiepers insisted on communicating with the source via Signal  - and once described the Tor anonymous-routing system to him - because of "his background in cyber-security."

Although not charged for it, the affidavit states Schiepers was also moving ketamine, the date-rape drug GHB and a GHB analog.

On Jan. 22 of this year, via Signal, Schiepers and the source - himself facing federal drug charges but hoping for a sentence reduction in exchange for his cooperation - agreed to meet at the Starbucks at 1304 Commonwealth Ave. in Allston. The CS told Schiepers he'd be bringing a "friend" - the plainclothes DEA agent.

Once inside the undercover vehicle, SCHIEPERS explained that he had run out of "BDO," which I understand to be Butanediol, an analogue of GHB. SCHIEPERS explained that he had purchased a gallon of BDO, which would be delivered in about 5 days. SCHEIPERS stated that he received the BDO in Chinese shampoo bottles delivered directly to [his apartment] and that he also used an application that allowed him to anonymously send some shipments to hotels and convenience stores nearby. The three discussed purchasing a large quantity of methamphetamine in the future, and SCHIEPERS said that he could guarantee a pound a week of methamphetamine going forward.

The CS gave SCHIEPERS $600 for the ounce of methamphetamine and to pay for the ketamine previously supplied on credit, and SCHIEPERS gave the CS the ounce of suspected methamphetamine. SCHIEPERS left the undercover vehicle and investigators observed him return to [his apartment].
