A body found wrapped in material and "in a state of decomposition" by the crew of a fishing boat 40 miles offshore last week was "consistent with a burial at sea," the Suffolk County District Attorney's office reports:
The Office of the Chief Medical Examiner informed our office today that the body caught Thursday in a fishing boat’s nets 40 miles off the Massachusetts coast is a female in the 60-year age range with numerous cancerous tumors, no indications of foul play, and unlikely to be identified. The body had been embalmed and appeared consistent with a burial at sea. We consider this matter non-suspicious and closed.

These burials are only done in areas that are not supposed to be fished - or fished with equipment that drags the bottom.
So the boat was very likely doing something they should not have been doing, or in a place where they should not have been doing it.
