Heck if Kraft wants to knock down every house in Foxboro and put in a mega casino, he can. Not exactly sure where Foxboro is though? Is it any where near Foxborough?
Can't help it, even my mother looked at the protest and wondered how people could love the place they live in so much they refuse to learn how to spell the name of the town they live in!
It's spelled both ways
Yes, I'm sure the official spelling is ough, but if you drive thru town, you'll see signs all over the place with both spellings, even on town buildings. Same is true for all the other -oro towns.

Took all of twenty seconds to find a bunch of signage with the 'Foxboro' spelling. Here's one of the local YMCA:
Silly spelling snarks aside, I doubt Wynn will have luck convincing anyone other than himself and his fellow investors that there's no real local opposition to a casino in Foxborough and Wapole. There's been vocal and visible grumbling about every large-scale development proposal floated for that area for a couple decades. Whether it'll be enough to counter the will of arguably the most powerful casino developer in the world - I don't know.
Personally, I don't see a good reason to have one in that area - anyone around there can get to the CT casinos in an hour or less. Makes much more sense to locate the 'southeastern region' casino nearer to the Cape, where it can attract the well-heeled population down there.

Foxborough is the official, original spelling of the town. Not very smart to make that statement, are you?
