half the crap was left in a vacant apartment which should have been cleaned out by the landlord.

So many people move on 9/1 that there is literally nowhere to put all of the trash that's generated at once. This is made tougher by silly lease timings where Landlord 1 kicks the tenants out at 8 am but Landlord 2 doesn't let people move in until 4 pm, at which point, people are panicking and just throwing stuff helter-skelter.

There needs to be a comprehensive solution that involves landlords, tenants, the city's sanitation contractors, and ISD cooperating instead of placing blame and writing tickets.

Glad you clarified that. I was in danger of thinking you meant figurative putting of trash somewhere.

As to the literal putting of trash somewhere, it's your stuff and it's your responsibility to dispose of it in a safe and legal manner. Sorry you accumulated a crapton of stuff that you consider disposable, and sorry you didn't plan ahead and find a way to do so legally, and sorry you assumed you could just, y'know, put it somewhere and Other People would take care of it, but let's pretend we live in grownup-land for a minute here. Assumptions that the services you want will be available, for free and at your convenience, because you think you're entitled to them, and that you can dump your possessions anywhere you want and make them someone else's problem, are not appropriate for grownups. You've got a lease? You're a grownup. Act like one.

He actually did something Boston (ISD) really frowns on.. you should never get any bed or anything with fabric from stuff on the street at Allston Xmas. This is how bedbugs, etc. spread. Yuck.

Of course he did have gloves, and the reacher....

Bedbugs or not, used mattresses/couches just in generally are a pretty gross concept, especially ones left out on the street from student housing...

The landlords are also responsible - they don't care enough to create a process for move-in and move-out and allow everything to sink to the lowest level of human behavior.

Landlords presumably collected a security deposit which, in most cases, they do not handle properly (i.e. putting into escrow, returning with interest upon a clean, damage-free moveout) and end up keeping because they make absurd threats and excuses about the painting and other work that needs to be done before they can rent the place again (because that isn't just a cost of doing business...).

In most cases I think this is completely on the shoulders of the landlords in the area. You get the renters you deserve. Yes, college kids are loud and annoying and stupid, but these landlords completely abuse the system knowing there is a built-in market that is willing to pay big markups without a good understanding of tenants rights. Plus, they are temporary so there's always a new batch coming through each year.

Knowing that the chances of getting a security deposit back are slim to none, and if you do want it back it will take a lot of time and arguing with the landlord, most people just opt to leave the apartments in absolute shambles. It's not worth it to do the work to completely move out when there is zero guarantee of actually getting the deposit back. Thus, Allston Christmas.
