Giving them income opportunities and resulting in them camping below and around in the woods. When there was a rotary and traffic didn't have to stop when not gridlocked, I don't recall either vagrant problem there when a rotary there.

I'm sure that has to do only with the rotary and no other social factors. In fact, I think the removal of that rotary was responsible for the explosion of homelessness all over the country!

Its like benches leading to loitering

Remove the seating and people don't hang around so much. In these cases its mostly the infrastructure at work than external social factors. Having Alewife station and transportation for homeless is a necessary ingredient, just as having people around who might want to sit on a bench.

If you want to assign blame, blame the closing of large institutional mental hospitals.
