Founding was August 4, 1790.

John Foster Williams, a Bostonian, was the first head of the Coast Guard (then known as the US Revenue Cutter Service). The coast guard building on Northern Avenue next to the old bridge is named after him.

That's my guess.

In a dispute over the size (and hence the excise tax amount) of his boat, a then-lesser-known local politician sought to prove his watercraft was not a luxury yacht but rather a decommissioned Coast Guard vessel he purchased from the Army Surplus store in Kenmore square.

I remember playing on that boat as a kid. Wasn't sure why there was a boat to climb on at City Hall with but definitely remember doing it with my siblings. That was when the steam kettle was at the corner - for the original shop tha was there but cant remember what the shop was called. We took the train in from Ashmont.
