I think it might be some sort of pollen. I have a pond in my yard in west roxbury and noticed the same sort of soapy materiel on the pond today. Or that could just be a coincidence.

Though it looks a bit too foamy for that... Probably plain old sea foam which can be caused by a high concentration of dissolved organic matter. Polluted outfall from, say, a storm drain, could be the culprit or it could be due to the breakdown of an algae bloom.

This happens fairly often when they release a lot of water from the Charles in warm weather. I don't know what causes it.
