The city just planted 3 new trees on my street about 3 weeks ago. There's been almost no rain, and no one is watering them. Not surprisingly the leaves on 2 of them have already dried up and died.

My house asked the city to plant a tree in front of our house, and they put in a nice linden tree. The crew from Parks & Recreation did mention that it needed lots of water, but they didn't get into much detail or let us know how often or how long we should do that. We researched online and have ben giving it a weekly soaking,, and it's been thriving for two years. Other tress are our street, planted a year ago, have died from lack of water. I don't think the City makes it clear that regular upkeep is crucial. I'd rather have no tree than a dead one.

I *think* whoever owns the building a tree is planted in front of is responsible for watering it, but whether anyone from the city lets the owner know that is unlikely. I could also be mistaken on that, but I reported a tree pit a couple blocks from ,me last year that was completely overgrow with huge weeds and the response was that it isn't the city's responsibility, so I imagine tree watering might be the same.

Look at the picture Adam linked to above. Someone has stripped off all the bark from the lower half of the trees.

Has the "Tree Ninja" started branching out to new neighborhoods? (The Reddit thread speculates the same thing.)
