Not sure if I should be proud or embarrassed that I guessed where this was going.
The Boston Burger Company had something like that a while ago (and may still), but didn't call it "poutine," just one of their variations on French fries. But if you like both chowder and poutine, which I do, that's a reasonable variation on the theme. (If it doesn't contain cheese curds--and the thing linked here doesn't--it's not poutine.)
Also, am I the only person who gets annoyed by spellings like "chowdah," which seem to be trying to make a point about the local accent not being standard?

It's everybody else who talks funny.
The fact that they'd pour chowder over fries implies that they're one of those places that thinks chowder is supposed to be super-thick. Sure sign (if "chowda" wasn't enough of a tip-off) that they don't know what they're doing.
