The FBI has released a wanted poster for Yanqing Ye, 29, a lieutenant in the Chinese People's Liberation Army, who is charged with conducting espionage while on a visa to study at Boston University, although it's unlikely anyone spotting her photos on a post-office wall will turn her in since she's been back in China since last spring.

Ye was formally charged, in an indictment released on Tuesday, on one count each of visa fraud, making false statements, acting as an agent of a foreign government and conspiracy for her time in Boston, which started in 2017.

The indictment alleges she looked up information on publicly accessible Web sites for reports back to her handlers at the National University of Defense, one of them a colonel in the PLA, and that she gave one of them login credentials for her BU VPN account so that he could browse sites normally blocked to people with Chinese IP addresses.

Ye returned to China last April after questioning by customs agents at Logan Airport.

She is in China. If you were in China, you'd be wearing a mask, too. One need not be Asian to do so, or even Chinese. White people are wearing masks in China, too, as are those from Africa, India, etc.

You might find it easier to unpack if you bother to take an inventory first.

Can't decide if it is more disturbing to realize the Navy actually thought IP blocking might somehow be useful as a anti-spy measure or to think that every single public VPN in the entire world routes through China.

If it’s just as easy to scrape the public VPN traffic as it routes through China why did he want her BP VPN access? Maybe deterrence and detection isn’t always about making any single action impossible.

It's not about China scraping traffic. I'll lay it out.
Problem: you can't view a site because the site is blocking you based on your IP location.
Solution: use a public VPN so the site does'nt know where you are.
Petard hoist: your country has a market advantage for hosting cheap VPN servers so most of the VPNs available to you have the same IP location as you do.

IP blocking is last century tech. It's not even part of a security measure. It's a non-measure. It would only stop a plebe, and presumably you want plebes to see it because you published it. If it's secret it need not be on a publicly accessible web site. This is Captain Peachfuzz versus Boris and Natasha level stuff.

That's why the government is announcing all these charges against Chinese "agents" recently; they're trying to paint China as a more nefarious actor. I personally don't buy it; this is a non-issue for me.
