Dennis: Listen. Strange women lying in ponds distributing swords is no basis for a system of government. Supreme executive power derives from a mandate from the masses, not from some farcical aquatic ceremony.
Arthur: Be quiet!
Dennis: You can't expect to wield supreme executive power just 'cause some watery tart threw a sword at you!
Arthur: Shut up!
Dennis: I mean, if I went around saying I was an emperor just because some moistened bint had lobbed a scimitar at me, they'd put me away!

I don't think fishing in the water is allowed there. From the shore... yes.

The pond is man-made, or better stated, was deepened to be used as a reservoir, long before the last few generations have lived and died. So not far from the shore there is a very steep drop off. One step and you will be under water, and many have not come up due to weed and underwater growth entanglements. That's why swimming is banned. Many a swimmer's body have been fished out of Jamaica Pond over time.
