Police charge man as would-be Public Garden rapist after Chinatown chase

Boston Police report the arrest of Luan Maxwell, 30, on charges he tried to rape a woman walking across the Public Garden early Monday.

Police report that A-1 Capt. Robert Ciccolo, only recently appointed to the A-1 post, collared Maxwell after a chase that began around 9:45 this morning on the outskirts of Chinatown:

While on patrol, officers received information regarding the location of the suspect and further observed him walking on Boylston Street towards Washington Street. Upon seeing officers, the male fled onto Beech Street and across Kneeland Street, where he was apprehended by the Captain of District A-1 (Downtown) and detectives from the Sexual Assault Unit, on Harrison Avenue.

Maxwell was charged with assault with intent to rape, police say.

Police said a homeless man tried to steal a security guard’s car yesterday in the parking lot of the Sheraton Framingham Hotel.Luan Maxwell, 18, was arrested after the 3:05 a.m. attempted carjacking outside the Rte. 9 hotel, Lt. Paul Shastany said.

The security guard told police he was sitting in his car in the rear of the hotel parking lot when a man, later identified as Maxwell, walked up to the driver’s side window. “The guy reached in and punched him in the face,” said Shastany. “The man said to get out of the vehicle or he would pull a weapon out that he had in his jacket.”

The victim, whom police did not identify, saw no weapon. Instead of getting out, he drove off. He then circled back so he could get an accurate description of his assailant, the lieutenant said. When police got to the hotel, the security guard gave them a description of the suspect and told him which way he ran, Police say they found Maxwell walking on the on-ramp toward the Mass. Turnpike. Maxwell was charged with assault and battery and attempted carjacking. He pleaded not guilty at his Framingham District Court arraignment yesterday and was ordered held on $1,000 bail.He is due back in court on Oct. 14 for a pretrial conference.

Wait. I live near the Shattuck. Is the homeless shelter there at 170 Morton still open? I thought the State closed that down.

This is a lucky catch and probably only happened because the guy had distinctive hair and either remained in the downtown area or didn’t leave at all.

This is something to consider when we talk about police resources. These attacks almost always happen early in the morning in city parks and yet it never appears that there are foot patrols nearby when they do. Are police not regularly scheduled to patrol parks in the early morning? That would be a powerful deterrent to these attacks and would raise the likelihood that suspects would be apprehended.

If we have the resources for cops to harass people for loitering or having broken tail lights why don’t we use them to protect women?
