I was driving in Everett today and some dope was in the right turn only lane then as the lane was ending, jumped the curb and got into my lane. Then continued to drive like nothing happened. Wtf?!

I feel like people lost their manners and ability to drive during the pandemic

It doesn't have anything to do with the pandemic. Discourteous, aggressive driving has always been part of the way many drivers here in the USA, especially here in the Bay State, generally.

It's possible, however, that many people have become ruder and more aggressive during the pandemic, which has magnified a lot of bad behavior.

I’m not the OP but I did recently read a New York Times article that said that the US is currently experiencing the largest surge in driver deaths since the 1940s:

“Vehicle Crashes, Surging
Traffic deaths are surging during the pandemic.”

We need a "broken windows" approach to driving like that used in NYC in the 1990s to decrease crime. Violators who don't stop at stop signs, speed, drive or park in bike/bus lanes, run red lights, drive intoxicated, or use their phone while driving driving need to have their vehicles impounded and licenses taken away for a month. The honor system approach that MA uses, where virtually nothing but the most egregious violations are actually punished is not working.

Broken windows policing doesn't work, as you pointed out, and it results in disproportionate policing.

I think what's being suggested wasn't actually a broken windows approach though. Broken windows policing applied to motorists would be ticketing perfectly safe driving that technically violates laws, like not signaling when no one is around, or not coming to a complete stop and letting the car settle back before proceeding at a stop sign. What's being suggested is enforcement of people flying through stop signs, weaving through lanes, etc. People drive like that because they know it isn't enforced.

I’ve noticed many more drivers south of the city going exactly the speed limit even hitting their brakes to adjust to a slower speed limit. What’s sad is that most of these Sunday drivers weave back and forth in their lanes.

...is on a side road coming off a state highway and leading to an elementary school. It's on my daily walk, and almost every day without fail there's a parent with a kid who missed the bus coming in hot off the state road.

I just watched that footage on a laptop screen (it's probably barely visible on a phone screen), and it seems pretty clear that the left front wheel of the vehicle is actually missing before it enters the field of the camera. It's surprising that the car made it this far into the exit on 3 wheels. This may not be what it appears to be at first glance.

It looked like the wheel was still there to me but it was at a 180 degree angle. It's really amazing they got that far.
