Seal relocated from Beverly to Rhode Island decides he likes Beverly more, returns

Shoebert the Seal, named for Shoe Pond in Beverly, where he wound up before flopping his way to the Beverly police station one night, from which he was transported to the ocean in Rhode Island, has made his way back to Beverly.

Why aren't there more harbor seals in the harbor?

It's clean now, mostly, and has plenty of fish. Too many boats? There's certainly a huge population out on the cape. My point of reference is the PNW where seals are pretty common but also distributed, not just in colonies.

They are out there, but you don't see them unless you are on the water. In the PNW they have a lot of rocks and coves to haul out in - which is why they like the areas where you find them on the cape. Best time to see more urban seals in the water is in April and May when they are hanging out where the herring buffet is open.
